നിലവിൽ പല സ്ഥാപനങ്ങളിലും വ്യത്യസ്ത പെൻഷൻ പ്രായമായിരുന്നു. ഇത് ഏകീകരിക്കണമെന്നത് ഏറെ കാലമായുള്ള ആവശ്യമായിരുന്നു.
